Covid 19: PEC announces next semester to be online


Right from the beginning of this pandemic, Punjab Engineering College Chandigarh has been thinking ahead and figuring out the way forward during the pandemic time. More than a month ago, we had felt that opening the campus with all 3300 students would not be possible till November, and we must plan for an online semester. We had a virtual open house meeting with all faculty members where we sought their opinions on how we could conduct an online semester. Those suggestions were collated, discussed further with Heads of Departments from operational/administrative perspective and a final proposal was taken to Senate, which approved the same yesterday.

I am writing about it here so that other institutions who are yet to take a decision may benefit from our thought process. Of course, it must be kept in mind that each institution has its own context and its own constraints. And hence one cannot copy another institutions' formula and implement it as it is.

While a lot of faculty members feel that on-campus education is of higher quality, the problem was that there is no clarity on when we could start online classes. We could have postponed the semester by a few weeks if there was a reasonable assurance that we would be able to open the campus fully in due course. But if we have no assurance, and our own reading of the situation tells us that a fully open campus may not be possible till November (perhaps next year), there is really no point in waiting. We must start our semester at the usual time, which is last week of July, and it will have to be in online mode.

Modes of online courses:
We first defined how online courses could be conducted, and we figured that three models would be appropriate for us, besides a mixed model. They are:

  1. Online – External: In this mode, the department announces an external course to be equivalent to a course in our curriculum. Students register for the course with the external agency/platform. These platforms include Swayam, Coursera, edX, Harappa, etc. Note that some platforms offer shorter courses, and therefore, the department may declare a set of 2-3 courses to be equivalent to a PEC course, and the student would have to register for those 2-3 courses. As an aside, UGC and AICTE are pushing for this model in Covid times. They encourage that 20 percent of all curriculum be covered through such courses where the external platform gives a certificate and the institution allows that course under its credit-transfer policy. There is also a possibility that they may increase this limit to 40 percent. We were earlier thinking of considering this mode with credit transfer (that is, the students will only get credit towards graduation requirement, but not any specific grade, and therefore will not count towards computation of CGPA). However, the final Senate decision requires that in courses conducted in this mode, the departments would still carry out an end-semester exam for all those who have received the passing certificate from the platform. And a letter grade will be assigned to the students based on that exam.
  2. Flipped Classroom Model: Like the previous mode, the department will find one or more courses as equivalent to a PEC course. However, there is a local instructor, who expects the students to have gone through the material prescribed. And then the instructor will conduct a weekly tutorial or doubt clearing session. The instructor will also give assignments, quizzes, and other forms of evaluations, including mid-semester and end-semester exams. This is likely to emerge as the most common mode of delivering online education.
  3. Online – Internal: In this mode, the instructor takes all lectures oneself and takes continuous evaluation throughout the semester. Instructor may use a combination of technologies to deliver online education. These could include recorded lectures or live streaming of lectures. In case of recorded lectures, there would be live sessions for doubt clearing. Lectures could be recorded using webcam of the PC, or could be a usual lecture but in an empty classroom, or a Powerpoint presentation with a voice over. In case of a lecture in the classroom, we can even ensure that there are a couple of token students in such classes given that half our students are from Chandigarh.
  4. And finally, there can be mixed models, doing some topics through online – internal model, and other topics through a flipped classroom model.

Since our faculty members will be delivering the online education for the first time, we wanted to make sure that they have enough time to learn new techniques and conduct the course at the same time. And hence the course load needs to reduce. We will offer less courses this semester than what we usually offer, and in particular, expect most courses with small registration to be offered using Online - External model in which only exams will be conducted by PEC for grading purposes.

There will also be training of faculty members in online teaching and learning processes, both in terms of technologies to be used as well as the pedagogy to be used. Also, we will be procuring licenses of any software specifically needed and is not available free.

To minimize the number of courses to be offered, we are asking the departments to allow MTech electives to be offered as electives to BTech students as well. The incoming 4th year batch would not have the option of minor or specializations. Of course, they can use the period to do such courses from various online platforms and build strong credentials in whatever area they are passionate about.

We are also reducing the number of courses to be registered by 3rd semester and 5th semester students by one. We believe that students anyway have additional stress of online, and if we can reduce their load by one course which they can do in a future semester (our curriculum has very low load in the 4th year), that would help tremendously. Each department will decide which course can be postponed. This decision will be taken based on whether a course is per-requisite to many future courses, and whether the course is difficult to teach in an online fashion (many complex lab experiments, say).

We have several common courses across all MTech programs. They are in AI/ML, IoT, Maths, etc. These courses are offered by multiple instructors. They are short courses (fractional credits). We are asking the departments to coordinate and find appropriate online courses and offer them in Online-External mode, with one instructor responsible for final exam and grading.

We are also asking all the departments that for major and minor project courses as well as MTech projects, they should consider assigning projects which can have software component, designing, simulation, and other such components which can be more easily done while staying at home.

The labs are an issue in many courses. We are asking each department to look at the virtual labs site and see what all is available that can be used in our courses. Alternatively, there is a hope against hope that we will be allowed to bring in a couple of hundred students at a time to the campus during the semester. If that happens then students come to campus by rotation, and finish their labs in a small period of time. If nothing else works, we will go with just the live demonstrations of labs being video recorded and shared with students.

For the conduct of exams, the current hope is that we would be able to bring in all students to campus in November for on-campus exams. But we will need to conduct mid-semester exams and it is possible that we may have to conduct even final exams online. Also, we will need to conduct many quizzes and other evaluations online. So a committee has been formed to look into technology support for online exams. I may add that in a recent video conferencing session by Coursera CEO with several vice chancellors of India, they had mentioned that if we get into their "Coursera for Campus" program, it would be possible for an instructor to author exams and conduct it with online proctoring and plagiarism check, etc.

In any online education strategy, the most difficult aspect is to take care of students who do not have Internet access at home. We are working with multiple strategies to deal with this. First, if there are Internet cafes or Common Service Centers (CSC) nearby, students can go there to get access to online lectures. We will be making sure that all synchronous learning, exams, tutorials, etc., are as per a schedule announced by the Institute. This will enable the students to plan when to go to a place with Internet access. This, of course, would not satisfy everyone. Some students who belong to financially weak backgrounds and are getting fee waivers from the Institute can get an additional financial support to pay for Internet access (if payment was the only issue, and Internet access was otherwise available). Lastly, we will allow such students to come back to campus and stay in our hostels. We are hoping that 10% of our students can stay back in the hostels due to these reasons and the government guidelines would permit that. These students can use our computing resources as well as Internet access for their online lectures and other materials.

There is a plan to have a lot of online activities by all student clubs and technical societies. They should not feel that the online semester is only for studies. The extra curricular activities should be even more than what we normally have in a semester. And we have the experience. Our students ran a super-active calendar of online activities after we closed the campus in March.

The placement activities will be completely online. We really don't have a choice here as no company wants to travel at this time for campus recruitment, and it fits in very well with our plan for an online semester. Any training of students for placement activities will also be conducted online.

Mental health issues are becoming more serious when we have so much anxiety and uncertainty. To provide support for our students at home, we are looking at options for providers of counseling online and the system will be in place before the semester starts.

The MTech admissions are being done jointly with all NITs, and they are expected to join in the last week of August. The BTech admissions are being done through joint counseling with all NITs and IITs, and as per current schedule expected to join around 1st October. So we will have to plan something special for freshly admitted students in terms of joining online, etc.
There are many other parts of the overall plan, but the plan is also evolving, and we will keep relooking at all our decisions as we know more about the progress of the disease.

Indeed, one of the problems of planning in these uncertain times is that by the time you reach a consensus, the situation on the ground has changed. I remember that when we started planning for the next semester 5 weeks ago, the assumption we started with was that we can bring in about 10% of our students in hostel in August, 20% in September, 30% in October and 40% in November which is our normal state (about 60% students stay off campus). But in these five weeks, we are not so sure of bringing everyone back on campus in November, and indeed, my personal proposal today would be to plan for an entire year to be online for residential institutions.

Are there any plans to deal with the current semester of MTech 1st year because from next semester onwards students will be going into thesis and internship and for that it's necessary to clear the coursework but since according to the current decision of holding exams in Dec the two things will go in the opposite direction. One good thing that some colleges have adopted is to consider MTech 2nd semester students just like the passing 4th year Btech so that they too could complete their coursework on time and can go for thesis/internship with a free hand.

@Bhuvan, you need to raise your issues within your department. I do see that delayed exams would mean somewhat greater difficulty for PG students compared with UG students. But let the departments think about the solutions along with students and bring up the suggestions to Senate. I can assure you that we will be flexible.

Sir my qurocity is that students in fourth semester or likewise their exams will be held online or it will be delayed for another few months//As well admissions for the next semester will be conducted online or it will be delayed ,Exams for the said semester will promoted to next semester I mean to say students will be prompted to next semester without exam or else. Kindly throw some light on this topic or future of the students // parent of your student PEC Chandigarh

@Unknown, I feel that I have failed as a Director when my student has to hide his/her identity even to ask an innocuous question. The 6th semester internship is a major source of academic fraud. Everyone is looking forward to increasing their CGPA. The internship work has often nothing to do with engineering which was the initial argument for starting an internship semester. We will be trying to contain this fraud. We are putting in place a system where students can go to only reputed organizations. The number of credits are being reduced from 20 to 16, so that the focus on CGPA reduces a bit. And since we won't be able to place everyone in an internship with the condition of a reputed organization, we are creating an option of doing elective courses on campus.

Dear Sir
Don't you think it will really be a bad idea to shift the exams of the current semester beyond the next semester. The senate could have had an online evaluation or just evaluate based on the internals. We could have started tbe semester without carrying the baggage of the previous semester. This sort of brings clarity amidst the students and they can think well of developing their skills without the thought of having two end sems back to back.

Sir, what about the end term exams of 8th semester students who chose option 2 of fine grading? Will their exams also be conducted in December or a earlier date will be proposed? Please throw some light on this matter Sir.

@Shivansh, since the exams for 8th semester remain only for a very small number of students (those who opted for regular grades and those who received an Incomplete grade), we should be able to conduct their exams at an earlier date.

Dear Sir

With all humbleness, I want to ask some questions and give some insights to you.


1. First of all, I would like to tell you, and Sir, I will be frank with you because I know that you understand us (students). The Coursera courses are not worth it. And it's true. Only a bunch of Coursera courses are excellent and teach students properly but still have their share of incompleteness. However, most of the Coursera courses teach nothing and just are rushed by the instructor and provide no knowledge. (I am myself 9.5 CG holder and have my friends all over India's colleges, and also students of our college can testify to this, but they don't dare to say this, so you can trust me on this.) These courses (all website courses) are just hyped in the market because of their valuable certificates, and it's a harsh reality. So, sir, all your classroom models that give high emphasis on online courses will be just an additional burden on students as students will be learning nothing, plus they will be forced to cheat to pass the course. Literally, the courses are not even half as good as they are claimed to be. Maybe the interference of teachers with the online courses in case of the flipped-classroom model and online internal may produce some good, but we all know how good that can be.

And It's an earnest insight I am telling you.


2. A very small point was that you wrote that students could go to internet centres. I didn't understand the reason for you writing this point but Sir humbly speaking, if those places were safe enough, then why would students not come to college in the first place. How can one imagine of going to a cybercafé in these highly dangerous times?

I didn't get this point personally, and maybe I interpreted it in a wrong way.


3. Now coming on the internship issue now. Sir, you suggesting that only some students will intern in reputed organizations and rest will have to go to college. Really! How will you be able to get the students out of their trauma of not going to internship when some are still on interns. A bunch of students always together, always learning (maybe not together also, doesn't matter) come to a point where one or two have interns and rest are coming to college. How will that student feel? Is the Senate not able to understand their psychology? They had always thought of going to interns, and now suddenly their dreams are over. And no, most students don't want to go to interns for grades. I know a lot of students who wish to learn, understand the industry, do something to justify their skills. Can you imagine how they will feel all that semester? Does the Senate think that they will learn anything that semester? Some students are strong-willed, some aren't. If they do anything wrong, then who will be responsible.

This is the most wrong decision that can be ever taken by the Senate (if it is finalized) that some will go to intern and some will attend college because students are fed to their minds from the first day that intern is necessary and many more things. The emotions and psychology of such a student can only be understood by students sailing in the same boat and by none other.



These were my points, Sir.


We write to you because we believe that you will do something.


And please don't ignore the first and last point, please for your students (we are more like your children).

I completely agree with you sir about how the 6th semester internship is a source of academic fraud. Finally someone said it. The students really appreciate the well thought decisions taken by the college authorities for the benefit of the students. I'm a student at Punjab engineering college 1st year.we duly respect the decision of the senate meeting regarding the conduction of end semester exams of 2nd semester and 4th semester in december. First of all we would like to quote the reasons why conducting exams in December might not be the best option.
Firstly, inadequate time between the two end semesters knowing the fact that the students would still be in hangover of the latest semester.
Secondly,the syllabus we are asked to cover has not been covered properly to the extent that we are able to perform in the endsems.
Thirdly,
With everyone stuck at their homes, it's really hard to digest what we've been going through recently. I believe when it comes to studies, it's really important to have a fresh mind . But since we're at home all this time, it practically becomes impossible for us to have a fresh mind , which indirectly or directly boils down to mental health issues. Hence expecting us to prepare exams for 2 end semesters in a Nick of time is too optimistic on your end.
Now the proposed method of action :
Many quizzes, assignment and the mid semester examination have already been conducted . In addition , we've also been given projects and presentations for each course.
Each course has enough submissions from the students for fine grading.
Even if any of the department feels that they lack enough evaluation parameters,they can still ask for projects for their final evaluation (knowing the fact that there is still more than a month for next semester to start).
Many colleges have adopted such system due to the reason that the students have already been taking enough mental stress and that these 3-4 months cannot be compared to a summer vacation due to 2 major reasons:
1.the Pandemic
2.the incomplete semester evaluation
The Pandemic is not in our hands but the semester evaluation is in your hands
So we make a humble to request to please reconsider your decision and ponder upon our proposed method for once🙏

Sir.....what about the evaluation of the interns of this semester....i mean recently the notification for AFCAT exam has been released and it is asking for the aggregate percentage upto last semester for those who are in 4th year and last date to fill the form is 14th july....but without evaluation we have nothing to mention in that aggregate percentage column....

I have three doubts pertaining to this blog post.

1. What has been the result of the rigorous discussions uptil now to ascertain the exact propotions of the three models to be implemented in the mixed model based implementation which seems to be the most likely.

2. What exactly do you mean by "allow MTech electives to be offered as electives to BTech students as well." And is there going to be any compensation for additional credits in that. I am asking keeping in mind that even though I am an incoming fpurth year studemt, I still have 24 credits to complete in the 2020-21-1 semester as some credits are leftover from the semester I attended at IIT Kanpur.

3. Under what comditions may a day scbolar be allowed to use the institute resources (Labs, computer center, library, et cetera) on an ad hoc basis.


On a more personal advisory note, what would you suggest is a good coping mechanism for someone who has self discipline and attention issues that have been aggreviated by the isolation in times of the coronavirus. So far I have taken up playing a tremolo harmomica and chess and that seems to be helping but I would appreciate your views on that if you would forgive my candour in doing so so plainly.

@Robin, AFCAT could not possibly be insisting on 6th semester results when most universities in the country have not taken a decision on exams. Please check it again. But we will see if the internship evaluations can start before 14th July for those who need the grades urgently.

@Arihant, This blog is really meant to provide guidance to outsiders. Internal folks can always discuss any issue internally. I am responding to many emails. And if there are common issues that a lot of people are concerned about, I have always been available for an open house meeting online.

We are leaving it to the departments as to what model their faculty members feel comfortable with. We are going to support our faculty and students in every reasonable way. For example, if a faculty member needs some specific hardware or software to make things better, we will acquire that. If we are asking the student to get a certificate from Swayam, Coursera, etc., we will pay for the cost of that certification. But at the end of the day, delivery of courses is the responsibility of the departments and a Dean or Director cannot insist on micro-managing that.

You will have enough electives to choose from. I don't see why you need to do 24 credits in this semester. But even if you want to do 24 credits, there will be options for you.

We have not decided anything about day scholar. Would we allow them at all. If yes, what would be the protocol. And the concern is only partly Covid. Would it be unfair to the other students online. Should we worry about fairness, or should we worry about utilization of our resources.

I will let some other folks reply regarding coping mechanisms.

Sir why can we not have live online VIVAs through video conferencing instead of compulsory written tests in the campus?
Everyday 10 students can be evaluated.

Since the pandemic started I became a regular reader of your musings here to get the much needed information. In one of your blog you wrote about students being anxious about their current semester. But as an elder brother I'm worried that the anxiety of my brother studying in PEC increased for other 6 months regarding finishing of current semester. I hope this may not be same with other students as well. PEC being a premier institute goes for regular evaluations and in this unfortunate situation postponing current semester exams by 6 months and that just End sem which counts for 35-40 marks in finals isn't a student friendly decision. All other premier institutions had taken good decisions. I think the grading mechanism of Thapar Institute Patiala should be the role model.

On behalf of Mtech 1st year CSE students we want to discuss certain queries with you regarding the current semester and upcoming internship/thesis if it is possible via Google Meet.

Queries are as follows:
Query 1 : We really want to know the status of companies that will be coming for internship, since from last month no company have shown their interest.

Query 2 : Since the company for placement starts to come from June need to know about them too.

Query 3 : When will the internship / thesis start.

Query 4 : Can we have the finalization of the grade based on submitted assignments and quizzes of semester 2 or averaging of the grade the previous semester so that we can clear our second semester and proceed for internship.

Please brief us on these queries.

@Unknown, By saying that Coursera courses are no good, you are essentially telling me that about 1500 students are lying on Coursera website, a claim I find hard to believe. You may not find Coursera courses exciting, useful, good or whatever, but that is certainly not what others are saying. That all PEC students lie to a foreign organization routinely is something that I would not believe in.

If none of the options for studying online is safe, then the only option left with us is to not study. May be the better idea is to declare a zero year and delay everyone's graduation by one year. Is that what you are suggesting. And if all options for a few students are unsafe, should we delay graduation of ALL students, or should these few students be allowed to take a semester break.

From your third point, it is obvious that you have not read the blog. When did I say that students cannot go for internship. They surely can. We are only making it optional because we don't believe that in Covid times, we can place 100% of the students.

Regarding the recent decision of the senate to remove the weightage of the grades given by the industry mentors, I think it is completely unfair to take this decision at the time of evaluation. Also, when students are finding it difficult to cope up with their internship work due to covid,it does more harm than good.Instead of removing the weightage of grades by industry, I think your idea of reducing the credits from 20 to 16 would be quite effective. It would serve the purpose of reducing the focus of students on CGPA and thus containing the frauds in internship semester.Moreover, I don't think this decision would do justice to the students having adequate technical skills but less communication skills. So, I request you to kindly review this decision and we have officially sent you email regarding the same.

Today Punjab government cleared it's stand on University exams and have decided to promote students. Details of current examinations are still awaited from PEC. But regarding the current decision of holding exams in December, students are anxious as they have been put under pressure for continue 6 months. Please take stand and clear the things as soon as possible.

While almost all universities are promoting students based on several parameters and PEC will be taking EndSem exams in December ie 6 months late that too without proper teaching methods and by deciding to cover syllabus that had been partially taught 8 months before in 3 weeks. This will surely lead to drop in performance of students which will ne visible in their CGPA and will that CGPA will take them back as compared to students of other institutions(on platforms where CGPA matters like TGC in army, various promotions in Govt Jobs etc). Yes, covid has affected so many things and PEC just worsened the situation. Please put your views forward on this. Thanks
