Joint IIT/NIT Counseling

So, finally, the joint IIT and NIT admission counseling is happening for the first time. Also included are a large number of IIITs and several other Government Funded Technical Institutes.

The major advantage of join counseling has always been touted as that it will reduce the number of vacant seats in top institutes of the country. But will this really happen. The answer, unfortunately, is NO.

If we look at the business rules of the Joint Seat Allocation Authority (JOSSA), there is something very interesting there. So you get a seat in an NIT in the first round the results for which will be announced on 7th July. Now, you are supposed to pay Rs. 45,000 (Rs. 20,000 for SC/ST/PH), and visit a reporting center for document verification to confirm that seat.

If you do not confirm that seat, then you are out of counseling process. You will not be considered in a future round, even for your higher preferences. This is how it normally has been in the past.

However, if you do confirm your seat by paying Rs. 45,000 and reporting ans showing your documents before the deadline of July 12th, then you can not leave the process at all. You will certainly be allotted a seat (either the same seat that you were allotted in the first round, or a higher preference in the subsequent rounds, depending on your option of freeze, float and slide).

Now, what happens if this student gets an offer from BITS Pilani (or any other top institute in the country which is not part of JOSSA) on 13th July. If you prefer BITS over NIT (and most people do), and agree to take admission in BITS, there is no way you can inform JOSSA in any formal way. JOSSA will continue to believe that you have a seat through them and will not give that seat to anyone else. (As an aside, it will not refund your Rs. 45,000 either, since it has allotted you a seat, a seat that you asked for and confirmed.) At the end, that seat would remain vacant since it is only the Institute who will eventually find out that the seat is vacant when you do not join them till the last date of registration or reporting to that institute. And then it will be too late to offer that seat to someone else.

In the past, there have been a date for withdrawal which was decided in a way that there was at least one more round of seat allocation after the last date of withdrawal. And if you informed the appropriate authority regarding your wish to withdraw, not only that seat will be available to others in the subsequent round, but you will also get full refund (but for a small counseling fee).

Lack of withdrawal facility not only cause a huge financial loss to the students, but it also means that a large number of seats remain locked in with the students who will not join.

So don't count on joint counseling solving the problem of vacant seats. In fact, this may worsen the problem. Looks like someone is trying to ensure that this is the last year of joint counseling.

Centralized allocation is always better.if you have any doubt,look at the MTech Couseling.Many seats remain vacant.

yeah there should be a withdrawal option,that they might consider in next year.

The main point is poor students are unable participate in JoSaa ,as they don't have enough money to pay the fees and banks won't provide loan without the offer letter from institute .So The authorities should do something for them.

Sir, BITS might not affect the process much as even second round of counselling there is done by 11 July. But yes there are multiple agencies still operating on JEE MAIN Marks and Ranks like JAC Delhi, similar in chandigarh, DAIICT, LNMIIT and even many states are conducting there own separate counselling. Ideally all such should be a part of a unified process if we really want no seat remains vacant in national institutes. But still I think its a positive step as the main advantage I feel will be that in NITs specially the variations from first to last round would be lesser than previous years and that will save students from opting/paying fee at other private colleges. One point I will like to make that the system used 10 years back had an advantage that student had to personally appear and submit fee before filling in choices and that will deter people from blocking seats at multiple places somewhat. Because the present system invites everyone for playing this video game even if they know they won't be opting seats through this channel.

Sir Are we the students so bad or undeserving of these institutes that each time a change is made in the admission process (without proper research ), new problems and more inconvenience is caused. Due to the dynamic nature of closing ranks and cutoffs one cannot be sure of getting preferred programs outside nit and iit system and hence must accept nit seat to be on safe side .45k is too big a price for this . Cant something be done now to change this illogical rule ??

The situation has actually improved since the counselling was delayed by a few days. BITS Second iteration admission offers will be all out by the 11th and that will give students time to take a call.

Perhaps BITS should offer to list its BITSAT All India ranking lists also on JOSAA and let a mega combined counselling take place next year. After all, this year's counselling is proceeding with 2 parallel rank lists -- JEE Main and JEE Advanced. So a third list in the mix would not really add any problems

Sir, Has Prof Rajiv Kumar Professor IIT Kharagpur on whose PIL this was ordered by the courts not seen this major loop hole...if he has then has he not brought this to the notice of the authorities in charge of JoSAA...

If he has brought this to the notice of JoSAA authorities & they have not listened to him then the matter with this loop hole will go to the courts again & in case as you say large number of seats in both IITs and/or NITs remain vacant due to this the courts may pass severe strictures against the JoSAA authorities...In case the prof has not seen this loop hole as of now..he may find it out sooner than later & in that case also the JoSAA authorities may have to face the music from the courts..

@Indian, I agree that asking 45,000 rupees now when bank loans are not available is on the high side. But I would guess that the principle is really the same that I have pointed out in my blog, to ensure that the student gets locked in to this system and is forced in some sense to not consider alternate colleges.

@Siddharth, BITS was just an example. I had not even looked at their schedule. I used BITS because it is the best known university outside the government system. But the primary point was that the students are being forced to accept a seat within JOSSA domain by creating a very high cost of rejecting that seat and even then a large number of seats are going to remain vacant, thereby serving no purpose.

@Anonymous, I think if everyone shares this information on social media, writes to Directors of these 87 institutes, and to JOSSA, MHRD, etc., there is still a possibility of getting them to create an option of withdrawal before the 3rd round results are announced.

Sir, if JoSAA authorities are doing this inspite of being pointed out/knowing this loophole then someone has malafide interest in this..& also in your blog you have clearly stated "Looks like someone is trying to ensure that this is the last year of joint counseling.", which indicates that you as an insider have a whiff of some malafide interest somewhere...

@Kishore, I am not an insider. I have nothing to do with JEE or JOSSA. I am on leave from IIT Kanpur. And someone is pointing this out after the counseling has started, and hence one can argue that it is too late (though we know that it is possible to do things late, but legally it can be a strong defense). But anyway, if Rajeev Kumar or anyone else wants to file a PIL, it would be great.

Sir, Another unfair clause that a parent raised on a facebook group..The JoSAA business rules state that "Candidates who accept the allocated seat by reporting at the admitting institute or a reporting center, irrespective of whether they attend classes or not, become ineligible for JEE (Advanced) in subsequent years." which means if a student reports to a IIT reporting center as he/she is allocated a IIT seat in the first/second/third round but he/she doesn't want it but is only reporting to continue for further rounds of counselling so that he/she gets a seat in a NIT he/she loses the chance to appear for JEEA 2016. This is unfair I believe..This wouldn't have happened in a separate IIT & NIT counselling scenario as in 2014 & before..as he/she would not have gone to any IIT as he/she doesn't want the seat allocated... Your take on this...

@Kishore, I agree with you fully. To bar someone from JEE Advanced just because they participated in NIT counseling is too harsh a measure. And any new policy of this kind should be discussed with stake holders a priori. What is worse is that such a policy may not even be understood by all those who are participating in this Joint counseling, and it will come to them as a rude shock next year.

@Raghav, they have not scheduled any and as of now denying. But I believe that given the large number of seats that we are likely to see vacant, they may change their mind and do a spot round. We will just have to wait and watch.

Sir, As Spot round phenomenon applies to NIT/IIIT/GFTI only...and as per my understanding this will be handled by CSAB (NIT Patna) in 2015...I assume Mr Raghav needs to keep visiting http://csab.nic.in/WebInfo/home.aspx for updates on this...The spot round may be clubbed with the SFTI (Private Institutes) round that CSAB is planning to hold...

Dear sir..
I reported for seat acceptance on 11th July and got a better seat outside JoSAA on 12th July and i did join the institute. what legal options open for me to claim my refund of 45000/- paid by me sir ?

@Praveen, I think everyone who is not joining the seat allocated to them should write to JOSAA, organizing IIT, and the place you have received admission from. You should clearly say that you want to withdraw from the seat allotted to you and you want all the money that you have deposited to be refunded to you in accordance with the MHRD notification on refunds from engineering colleges. If they disagree, then sue the college where you were supposed to join.

sir, is there any chance for spot round in iit even now?? i mean, in all iits, either academic session has started or is about to start. if they find that many seats are vacant as many students didn't come for registration, what will they do?? will seats remain vacant or will they go for spot round??

Hello sir.. at last JOSAA has taken a decision to refund the acceptance fee of candidates like me. Surely how could something of this magnitude go unnoticed. Time for the BIG PEOPLE to pull up their socks before making such decisions. Better late than never, Hopefully the refund will take place once the counselling is over. Again no clarity.

Dear Sir,my son got jee adv.rank 1882 and get cse in new iits he reported on 12th july at iit delhi and his friend got 706 rank in jee adv.also reported on same day after that they both got adm.in cse IIIT Hyderabad they left iits. what options open for us to claim our refund of 45000/- paid by us sir ?

@Harsh, MHRD has asked the institutes to refund the money. I am not sure of the process. Whether the refund will only be to those who formally wrote to JOSSA or the Institute, or can you write even now. I would suggest that you write a letter to JOSSA as well as to the Institute where you had got admission and ask for the refund.

After the completion of the special round of counselling, you will find a link regarding refund in the josaa/csab site. So kindly wait.

Sir , what will happen to the vacant seats at the iits , I have also a friend who has left iit roorkee civil, another Indore electrical. Why is a special round for iits not being conducted??

The CSAB JOSAA 2015 has again cheated all the people who were anticipating the refund of their 45000/-. Now they go back on their word for one reason or the other. I was offered NIT Nagpur CSE in the Ist round and i reported at the reporting centre and the very next day got seat at IISST Trivandrum which was my first choice so i left VNIT Nagpur. I had written an email to CSAB and they responded by stating there is no refund policy. Again when the Hon ble Minister for HRD had announced refund.. i wrote again to CSAB and they said they will refund after the admission process is over. Now when the refund policy is announced the computer says i am not allowed refund as " I had participated in 4 rounds". How could i surrender my seat when i had no way to do it ??? Can i approach court ? I live in Delhi can i go to Delhi court ??? please advise and like minded people please get in touch with me

This is worthwhile to mention that the UGC in 2007 has clearly instructed all Institutes and Universities to refund the fee after deducting a maximum of INR 1000/- as processing fee. The National Consumer Forum in May 2015 has also pronounced that college/ institutions/ universities have to refund the fees even if they had mentioned in their brochure that fee is not refundable. (Registrar sastra v/s consumer protection organisation Trichi,May 2015, Volume 2 CPJ 301 (NC )
