At IIT Kanpur, I am noticing a sharp transition from very little tolerance of unethical behavior to absolutely ignoring (and thus, encouraging) unethical behavior in January, 2006, the month of the first of the many suicides over the next three years. And having allowed unethical behavior for so many years, the first question that the disciplinary committee asks in any case (where they believe that the complaint is true) is what has been the punishment in recent similar cases. The answer in most cases is, "issue a warning." And the committee decides to continue with the past practice and issue the warning in that case also, and slowly, it has come to a situation where hardly anyone even report a case. In almost all of my department courses, only 7-10 students (out of 65+) completed the assignments by themselves, and the rest copied from them. <br />Even the faculty knew it. Albeit small (5-10%), these assignments did carry a weightage in final evaluation. There are two reasons for it. One owing to large classes, grading becomes an issue. So very few graded assignments are given. And second, for those faculty members who are willing to spend a lot more time in grading (or training their TAs and then monitoring them) find massive amount of cheating. Since the society does not seem to believe in punishing students for using unfair means, it becomes pointless to grade those assignments, since that is like hurting the honest and rewarding the dishonest. <br /><br />Group projects do seem to work better, but only if each group is given a different proect. In a medium or small classes (say, less than 60 students), it is sometimes possible to do so, but thinking of so many problems is not easy in all courses, and the grading task becomes more complex as you can't just train your TA for grading everything.<br /><br />I believe that while we must search for pedagogical solutions, educate students, and all that, a system with no punishment at all will never curb use of unfair means. To someone who might have had an F, it might be most useful. I don't think getting 9.0+ is possible with copying alone.<br /><br />The 40% number for programming labs might be higher for 1st/2nd year students, but should be lower for 3rd year onward.<br /><br />For other paper lab reports -especially in 1st/2nd year, generally 1 guy writes and 2-3 guys copy.
